Yayer!, but its adjustable, least it says in the discription. If the bottom tube did just go straight into the head set the strength wouldn't be as great,

That is a nice pic, and a sweet lookin bike, but what's with the cartridge at the bottom of the fork? some sort of easy access to change the oil?
